Mit zunehmender Bevölkerung und Wirtschaftswachstum erhöht sich allerdings auch die Konkurrenz um Wasserressourcen. Zudem wird der Klimawandel erhebliche Auswirkungen auf die Verfügbarkeit und Qualität des Wassers haben. Schon jetzt sind die Niederschläge unregelmäßiger und ***fallen extremer aus***.

I'm fairly certain this means that the rainfall does not happen (which would point to being troublesome for water resource management), but leo tells me it can also mean "precipitate".... perhas they mean the rainfall is more severe? In any case, any ideas on how I can phrase this?
