Hmm, the grammar is very poor. You would normally say, "Das Wetter ist schlecht." or "Es gibt kein gutes Wetter hier." The fact that he provided you with a nearly one-to-one transliteration of the English expression clues me in on the fact that he was trying to pull your leg with a bizarre joke. It might have been a test to see if you REALLY know German - if you had laughed as a response, for example, it might have proven your German proficiency. At least to my ear, it sounds a bit bizarre, but you might want to ask one of the native German speakers here to be sure. It's my gut instinct, though, especially considering the context.

The other explanation could be that the person was using a slang expression in a regional dialect OR the person was not a native speaker. However, if the person was a native speaker and does not have a regional dialect, I would maintain my initial idea...

  -> That's exactly what I thought. If he had said, "Hey, the negotiations are pretty heated - good thing I know German," I would totally agree with you. However, that is REALLY good to know. Amazing how German can differ according to regional dialects!

Explanation:
Since you mentioned that you speak German the person probably wanted to start some small talk in German.
Some Germans have the habbit of talking like foreigners when they meet foreigners. The sentence is not written grammatically correct, normally a German person would say: Das Wetter ist nicht gut hier.
If you had a friendly conversation this is it, but if your conversation was more like an argument then I have to agree to Susanne, who said things are a bit tense.
