I'm assuming (I couldn't find any information relating the Kemptener awards) they're referring to the dental association here.

disagree  Steffen Walter: What matters most here is the "official" English name of the society at the time (see the reference below; admittedly, the English differs from the German name containing "Funktionsdiagnostik"), while your answer is a purely explanatory translation.
