This occurs in a document entitled "Freigabevermerke" which is part of a set of quality system documentation. Section 2, "Geltungsbereich" consists of the single sentence "Diese VA ist gültig für alle beschafften und beigestellten, in externen Montage gefertigten Produkte sowie Handelsware."

I am not managing to parse this sentence securely. I suspect the grammar is slightly off, but can´t see what they really mean here.

"alle .. gefertigten" does not apply to Handelsware. It means:
1) alle ... gefertigten Produkte; as well as
2) Handelsware.

You are right, "Montage" means assembly, but assembly is also part of the production. It is - mostly the last - step in production. And this last step is outsourced to an external manufactory in this case.

"Handelsware" should be translated with "merchandise", since it definitely implies, that those are products, NOT produced by the company itself, but only are traded. They are bought from a supplier and sold as they are - no change.
