This is part of the introduction to a water dispenser which can be connected to the main water supply. It obviously can't just mean "gallons" and so I am thinking, "gallon drums" which would provide more flexibility for treatment of the water, perhaps.

Explanation:
It's true that "water bottles" can also be used to describe the large things that sit on top of water coolers, but I agree that it could be misleading without sufficient context (or an illustration).

So I'd translate that last bit of your sentence as "...use bottled water [instead]."

disagree  David Williams: It's the bottles that matter, not the water, as far as I can tell. // It basically means "If the quality of the tap water is too poor, use (these specific) bottles instead".

agree  Peter Downes: Replacable water bottles, 4.546 litres in volume ( 1 gallon), and they are not always very chilled!!
