There's very little help to be found with google -- I get exactly one hit for Zielfertiger and nothing for Zielfertigung, and Zielherstellung and its variants don't help much either.

My inclination is to understand this to mean a contract manufacturer (for outsourced manufacturing).

Not entirely sure that this is the same, but it could work. I used 'contract manufacturer' and the client didn't complain (no news is good news). From the context, it sounds like the important factor here is the the manufacturer acts on order of another company, which is a slightly different slant than 'target' or 'designated'.
