Not sure of any agreed translation here, but it has to do with compliance to standards. "standards compliance department"?

agree philgoddard : I agree with "department", and "standards and procedures" might be a better rendition. It's where all of the organisation's guidance documents are held and updated, and a lot of the Google hits are military.
