This is from a tax consultant's examination certificate. At the end of the certificate, it states that the certificate does not authorise the bearer to.... "Sie enthält nicht die befugnis zur geschäftsmäßigen Hilfe in Steuersachen". I assume that this means that the persons is not authorised to provide tax advice on a commercial basis, but am stuck on how to word this smoothly.

Explanation:
'the/this certificate does not entitle the holder to professional tax advice/advice in taxation matters' or more legalistically:
'this certificate does not constitute a contract for the provision of professional taxation advice'

I read 'geschäftsmäßig' as 'on a (normal) commercial basis (ie which you have to pay for)' as you do, and you could spell it out by adding '..., for which a separate charge will be made' but I think that's probably a bit over the top
