if the author is referring to tax "dodgers" or "avoiders" (as Andrew stated, illegal) or merely legal tax "evaders", who simply use the law to their advantage (think UK artists taking up residence in Ireland to minimize taxes.). From the second part of the sentence I would tend toward the illegal evaders.
