I omitted a couple of words from the above. The full sentence ought to be:

"If issued unconditionally, they shall (generally) take effect for all parties upon receipt..."

In normative language in German, "soll" means "zwingend außer in begründeten Ausnahmefällen". Depending on the overall context here, you may or may not wish to omit the "generally". The "bei auflagenfreier Erteilung" subclause sets up an additional prerequisite to immediate effect, so I would set it off to make that clear. Only those documents/instruments issued without conditions immediately take effect for all parties upon receipt.
