Asker: thanks, the term is throughout 19 pages of a "Stellungsnahme" - I started out with "instructed" because they are definitely instructed to surrender papers. - now I am at "ordered" - designated and specified sounds good, but doesn't really imply them having to do anything (in my mind) thanks all, so far
