I don't really understand what the last sentence is about and this term in particular, any additional explanation would be much appreciated.

The amounts payable are due in advance on the 1st of the month, at the latest 5 days later (or such wording!), and as far as possible the payments should be divided into 12 equal instalments. Typical rent contract;
