in its capacity as the governing/competent body Explanation: I'd say, because the organization is responsible for certifying xyz though hoheitlich is often translated as sovereign, national, IMO here thee term is being used more in the sense of *having jurisdiction* -------------------------------------------------- Note added at 21 mins (2005-07-05 17:30:01 GMT) -------------------------------------------------- *governing authority/agency* would be another option (thanks to EvP et Cie) |
