It's used in opposition to "for external use", "for cleaning purposes" etc. My English is not so good, but I thing "for consumption" must be the right term.
It occurs mostly in contexts concerning alcohol (alcoholic beverages vs. spirit).

Examples:

(alcohol in general):
Ethanol (auch Äthanol, Ethylalkohol, Weingeist, "Alkohol") ist eine klare, farblose, würzig riechende und brennend schmeckende, leicht entzündliche Flüssigkeit, die mit Luft ein explosives Gemisch bildet. (...) Die Hauptmenge von Ethanol wird in Form von alkoholischen Getränken für Genusszwecke verbraucht.

(Branntwein and taxation for its production):

It usually doesn't have anything to do with "enjoyment", but anyway you can also find examples for the use of the phrase "zu Nahrungs- und Genusszwecken". Then the difference between the two terms is the same as between Nahrungsmittel and Genussmittel. (Wahrig: Genussmittel = Lebensmittel, das in Abgrenzung zum Nahrungsmittel in erster Linie dem Genuss dient).
