German term or phrase: Abgabeverpflichtung
Context:

"Da zur Abgabeverpflichtung auch eine gewisse Mengefn Zertifikate aus internationalen Klimaschutzprojekten, die sogenannten Certified Emission Reductions (CER) abgegeben werden können, lohnt es sich je nach Preislage einen Teil seiner kostenfrei zugeteilten EUAs gegen kostengünstigere CER umzutauschen."

This is also about the third trading period of the EU Emissions Trading Scheme (EU ETS) and emissions certificates.

I'm not sure how to interpret "Abgabe" here. It evidently isn't the same as the usage (also by the EU) here:

"Mit dem vorgeschlagenen Meldesystem sowie der Abgabeverpflichtung sollte es uns gelingen, die Umgehung der Vorschriften abzuwenden."
->
"The proposed notification system and making the delivery of waste a requirement seem to be good ways of discouraging vessels from getting round the legislation."

* Sentence or paragraph where the term occurs: See above
* Document type: Report on changes to the EU Emissions Trading Scheme in the third trading period
* Target audience: Engineers

* Country and dialect (target): American English

surrender obligation
Explanation:
"Surrender" is the official term for "abgeben" in this context. Millions of Googles for "surrender" together with "emissions".

It's often verbalised ("... are required to surrender") but I'd use "surrender obligation" or "surrender requirement".
