This sentence is part of some regulations for a exams provider and refers to the exam materials that xxx sends to the exam centre. I think it means that the centre cannot do what it wants with the materials it has acquired but how do I express this in a watertight manner?

1) "The materials are to be used just once." When I was a teacher, we would copy past papers and use them for mock exams.
2) The fact that they would not give permission makes the wording all the more 'watertight'.
