Does it mean thousand euros? So then: 92,469 times one thousand?

That would be 92,469,000 or 92.469 million.

If so, what is the purpose of the whole T€ thing?? The rest of the document has figures in terms of € xx.xx million.

agree  RobinB: Write it "€92,469 thousand" in English (or "EUR 92,469 thousand" if you're using the ISO code). Abbreviations like "TEUR" are German, not English, and should never be used in translations. It's probably in thousands BTW because of a different author.
