German term or phrase: Kompetenz- und Handlungsfeld
Es handelt sich um einen Text über Wirtschaftsförderung im Ruhrgebiet. Der Satz lautet:
"Im Zuge der 'Kommunalen Entwicklungsschwerpunkte Ruhr' hat die Projekt Ruhr GmbH gemeinsam mit dem NRW Wirtschaftsministerium 11 Kompetenz- und Handlungsfelder entwickelt." Dann werden diese aufgezählt (KF Chemie, Energietechnik, IT- u. Kommunikationstechnik, Logistik etc.)

I actually still found another expression "area of expertise" but I liked your "required action" - so I put the two together and - voilà! Thanks :-)

(1) competency and operating units; (2) fields/spheres of competence and action

Explanation:
(1) competency and operating units (if part of an organizational structure)
(2) fields/spheres of competence and action (if subjects for referral, support and advice)

Kompetenz can be translated into US business English either as competence or competency -- depending for instance on corporate preferences or on euphonics in the immediate context.
Kompetenz can also translate in legal contexts as _responsibility, jurisdiction_ (Romain). The fields or units of action and context you listed suggest that the intended meaning is competence.

Handlungsfeld can be translated as _operating unit_ if part of an organizational structure (from a DaimlerChrysler-related glossary) or -- more broadly -- as field or sphere of action.
