shareholders association

Explanation:
This is the common usage.
"Shareholders" is understood to refer to "Kleinaktionaere," as large shareholders, such as institutional investors, don't require an association to afford them any protection (they are their own protection).
"Association" is understood to encompass "Schutz," as there is no other reason for shareholders to form an association.

minority shareholders versus small investors

Explanation:
Just a comment: if this association was set up by the shareholders of a given company, I would use the term "minority shareholders". If this is an association of "people in the street" to defend their interests on and relating to the stock exchange, I would use rather "small investors".

I agree with one of the previous comments that large institutional investors normally do not become members of such associations, but they can also be minority investors and might support such an association if a takeover or a crowding-out is in process.
