I have "marking out" earlier in the text for "absteck", but "marking out plans" sounds odd. Would simply "plans" or "site plans" be specific enough?

A rather old word (used a lot during the construction of trench defenses in WW 1), but certainly still in use by construction workers in the 70`s. This quote from the single Google ref. for spitlocking:
"Spitlocking can also refer to the placing of stakes to show
the outline of intended construction work."
