My answer is based on the way the phrase 'neu aufsetzen' is used in computer parlance, where it means 'to reinstall'. An installation server is a machine that offers the installation set across the network. I think the original sentence refers to the difference between a hosted server (i.e. one provided by the hosting service/ISP) and a colocated one (i.e. your own hardware parked in the ISPs server room).
