Policy-oriented evidence making" sounds to me like a term that may have been coined by German scholars. But evidence-based policymaking is an established term.

  -> "In order to not" is bad English. And if "Political Science" were an acceptable translation of "Wissenschaftliche Politik", we'd have to conclude that "political science" can be translated as "Wissenschaftliche Politik" in German. That sounds outlandish.
