The word undoubtedly means "manually" in the literal sense and therefore "wirken handmännisch" means these agreements function according to the situation i.e. "in a customized manner" (manually drafted as per requirement) so to speak. So, although using customized is taking a lot of liberty, it certainly expresses what they are trying to say.
