This is from a contract about joint business activities between a company and an Arbeitsorganisation in Yugoslavia (before the wars), so I presume Arbeitsorganisation in this sentence refers to this entity:

Der Geschaeftsausschuss ist bevollmaechtigt, im Einklang mit diesem Vertrag ueber folgendes zu entscheiden:

- ueber die Nutzung der angelegten Mittel und allen Fragen, die mit der Arbeitsorganisation ueber die Mittel in der gemeinsamen Geschaeftstaetigkeit zusammenhaengen.

This is my rendering (which I am not happy with re. the Arbeitsorganisation)

The business steering committee is authorised to take decisions about the following in line with this contract:

- about the use of the invested resources and all the issues, which are associated with the labour organisation concerning the resources in the joint business operations.

The German is odd, definitely and it should be "alle" Fragen. The idea is I believe ... is authorised to take decisions ...about...all the issues related to the labour organisation with respect to/through the resources used in this business venture.
It would help to know what is really meant by "Mittel" here.

regarding the deployment of the investments available and all issues pertaining to the allocation of these financial resources to the labour organisation (or perhaps even labour contractors) for the joint business activities. This is how I would translate it assumin, of course, that "angelgeten Mittel" refers to financial investment resources, which it must in this particular case...!

labour organisation is probably alright; if you want a different term, you might want to consider association or even labour organisation association. Not sure about cooperative.
