*gelegentlich einer Ausfuhrsache* ist durchaus Amtsdeutsch, wenn auch nicht besonders glücklich gewählt. Gelegentlich + Genitiv, Beispiel gelegentlich seines Besuches (Amtssprache laut Rechtschreib-Duden). Der Duden selbst bestätigt aber, dass der

That is my sense too. It is from an extensive series of documents and the implication is the man wishes to pay for the painting's return even though no money appears to have been exchanged for it in the first place.
The mother did not paint without a doubt - it is a famous painting!
Yes, Simon, the text is just as ambiguous in German. As to your question about "widmen": This is one of the deficiencies of the text. "Widmen" would mean that the mother has painted the picture personally and then dedicated it to the gallery.

There are no details to add. The man wishes to buy back a painting which his mother gave to a gallery (does gewidmet imply that no money exchanged hands?) but other than being for reasons of export or as a result of an export matter/deal, there is no more information. It sounds like the German is just as ambiguous as the English direct translation sounds.
, no, punctuation (!) mistakes, and is grammatically incorrect. So you might want to keep your translation general. I think you can go with "matter of export".
Well, "Ausfuhrsache" doesn't explain much in German either: The reason that the mother has given away the picture has something to do with export. OTOH, the text is of an extremely poor quality (a quick glance reveals a lot of spelling and puncutation..
