This relates to buildings in Berlin. There are a number of google hits for the word but I am still unclear about what the "Anschluss" relates to. Could someone please explain this for me.

The full sentence is
"Per 31.12.2002 wurden im Rahmen einer Neubewertung der durch den Wegfall der Anschlussförderung betroffenen Immoniliengegenstände weitere nichtoperative ausserplanmässigen abschreibungen notwendig."

The definition quoted by Kim says it all - the Anschlussförderung started upon expiry of the Grundförderung, i.e. the public housing subsidies/funding provided during the first fifteen years. Even after reading this definition, I'm still not sure what "Anschluss" means, but I thought it might be helpful for you and others. Basically, it seems to be subsidies for "bewirtschaften" subsidized housing.

1. Was ist "Anschlussförderung"?
Jahrelang gewährte das Land Berlin nach Maßgabe der so genannten Anschlussförderungsrichtlinien (zuletzt GVBl. 1997, Seite 926) den Vermietern Zuwendungen zur Bewirtschaftung öffentlich geförderter Sozialwohnungen. Dies hatte seinen Grund darin, dass seit Anfang der 70er Jahre der Soziale Wohnungsbau mit degressiven Aufwendungsdarlehen und -zuschüssen gefördert wurde. Diese Mittel - auch als Grundförderung bezeichnet - wurden nur für einen Zeitraum von 15 Jahren bewilligt. Nach diesen ersten 15 Jahren waren aber die für die Finanzierung des Gebäudes an die Geschäftsbanken zu zahlenden Kredite noch nicht getilgt Um die bei Auslaufen der Förderung - trotz schrittweisen Förderungsabbaus - eintretende erhebliche Steigerung der Mietbelastung allgemein tragbar zu halten, wurde danach die so genannte Anschlussförderung gewährt. Die Anschlussförderung verlängerte also die Grundförderung.
