Такова особенность европейского слова permanent: оно и "постоянный" (неизменный), оно же и "постоянно/непрерывно/регулярно меняющийся", а вы, россияне, понимайте как хотите. Так вот, мы понимаем так, что речь идет о садике, где периодически подсаживаются новые (соответственно сезону) цветы и производится обрезка/уборка всего пожелтевшего, усохшего, некрасивого.
