DEMAND EXPRESSED Explanation: My immediate thought was that this term is being used in the sense of the common: "a show of hands". For example, in the sense of customer (or whoever it may be) provision, and satisfying a common need of users/customers (or whoever it may be) - rather than this being a technical term in itself.
