I'm sure this is simple, but I'm not sure what the best option is in a cycling context. Foot, leg, or is it simply a bracket? Or could it be the calliper? This is about a guy equipping a triplet cycle for a tough road trip 20 years ago. He's fitted rim brakes and disc brakes (rare combination at the time).

disagree  Tony M: Cannot be this, as the context specifically says 'welding it to the rear frame' — clearly, a brake pad of any kind can't be welded to anything!
