that "déclassement" = the mixture is no longer "classifiable" in any defined type, but if the "impurity" is of better quality than the main mass it takes quite a stretching of the meaning of "to downgrade" / or "to degrade" to use that term.

As for "I very much doubt you can ever have an "upgrade" of a product " (when having input non-conforming to specification) - I was present when exactly that happened - with another kind of product, not petrol.

pour en revenir à nos moutons - I have the nagging feeling that this is a very specific jargon, proprietary to the pipelines, and that unless you find a sample of "déclassement" used in the context of transport of petrol by pipelines, you can't be sure of anything. Same as you will never decipher what is "classified information" from a dictionary entry about "classification" as general concept.

By the very fact that a certain quantity of the product has been mixed with another, it by definition means that neither product meets its original specification; to that extent, the mixed product could be said to be 'degraded' in some way compared to the pure product on either side of it.

The question was for the word "déclassement" but in a sentence where "downgrading" does not fit in grammatically, isn't it clear to change it to "downgraded product" or whatever is appropriate?
I very much doubt you can ever have an "upgrade" of a product in such a case as I suppose that the inferior quality in the mixture is taken as the base product for invoicing, at least until it only remains in negligible quantities

if one of these two products is "superior quality" and the other "inferior quality", depending on which of the two products was expected at the delivery point the mixture could be either an "upgrade" or a "downgrade" compared to what was expected.

"Downgrade" makes no sense. You need someone familiar with the jargon of pipelines.

It looks more like "déclassement" here means something along the lines of "not delivering a product of one given specification" / a product that won't fit in any precise type description", without implying that the mixture is in some way "worst" (or "better").

"déclassement" => ne correspond plus à aucune "classe de produit" type, which would be a similar meaning as "déclassement des installations nucléaires" [ne sont plus classées comme opérationnelles] = "decommissioning of nuclear facilities"

BTW Linguee doesn't give one single sample related to oil pipelines (useless as usual).
