French term or phrase: chalumiste
I looked this up on google images.
https://www.google.fr/search?q=chalumiste&source=lnms&tbm=is...

But that isn't a welder like here:
https://www.google.fr/search?biw=899&bih=549&tbm=isch&sa=1&q...
The welder is wearing a full mask and is very close to his work,
whereas the chalumiste has no mask and is farther away from his work.

So, what is a chalumiste, exactly?

hand burner

Explanation:
My medium confidence is solely because i have no personal knowledge of this term, which was however very easy to find using a basic search on a standard reference tool:

http://www.granddictionnaire.com/ficheOqlf.aspx?Id_Fiche=174...

It's quite simple, the difference is that these are not welders, but rather cutting things up using a chalumeau = cutting torch

Note that "cutting torch operator" also seems to be a valid and quite widely used term.

agree  Nikki Scott-Despaigne: Saw the GDT entry too and am not a fan of "hand burner" either. I'd go with "cutting torch operator". I like "operator"; gets translators off the hook!
