disagree  Eliza Hall: Why are you talking about what the court does? The "recourant" is the applicant/petitioner/etc. Also, see reference re what a "question juridique de principe" is.

  -> Different terminology would be used if it were the court as the subject and for the asker's - not your - guidance. Also I had been translating Encyclopedia of Int'l Law articles about Bulgarian law in the early 1970s, so have an idea of a possible mix-up.

neutral  Eliza Hall: Once we grapple w/ "question juridique de principe" (see reference), your title will need tweaking. The full sentence you give is not correct ("as a matter of principle" is wrong, and "en vertu" probably means "under"/"in accordance with."

"La notion de question juridique de principe est bien connue et a fait l’objet d’une jurisprudence importante depuis 2007.

Pour admettre qu'une contestation soulève une question juridique de principe, il faut que celle-ci donne lieu à une incertitude caractérisée, réclamant de manière pressante un éclaircissement de la part du Tribunal fédéral, en tant qu'autorité judiciaire suprême chargée de dégager une interprétation uniforme du droit fédéral. La présence d'une question juridique de principe suppose ainsi que la décision en cause soit importante pour la pratique. Tel est notamment le cas lorsque les instances inférieures doivent traiter de nombreux cas analogues ou lorsqu'il est nécessaire de trancher une question juridique qui se pose pour la première fois et qui
donne lieu à une incertitude caractérisée, laquelle appelle de manière pressante un éclaircissement de la part du Tribunal fédéral. Des questions juridiques de principe peuvent se poser également à la suite de l'adoption de nouvelles normes matérielles ou de procédure....
