neutral  Charlie Bavington: agree with "build", think that adding the word "value" is saying something not in the original, since if the PF were being built (up) during a downturn in the market, it's possible the final value could be LESS than the amount originally invested.

I would be tempted to repeat the word construction again - translate whole sentence as "How long did this construction take?"
(assuming you use "construction" in 1st sentence)

IMO, the use of "montée en charge" is just a way to avoid saying "construction" again - we know how French style requires as little repetition of words as possible, so synomyms abound, with some loss of clarity, sometimes. "montée en charge" is a common enough term used under lots of circumstances and contexts and basically refers to the process of starting with a small thing, or nothing at all, and building up. It can be used for IT roll-outs, running in of a production line - lots of things. Here, it refers to the gradual addition of elements into an investment portfolio.
