whenever advisable Explanation: Hello, en temps = when (en temps de guerre = in wartime) Here, I'd assume it means "in times when..." qu'il appartiendra = ce qui conviendra = it will be suitable/appropriate/advisable I prefer to say "advisable" here as that's really what "il appartiendra" means. I think "necessary" would be too strong and thus slightly inaccurate. "Advisable" is very legalese-sounding. I hope this helps.
