This 'foyer' is somewhere that street children are looked after. Two others kinds of foyer are referred to: foyer familial and foyer d'accueil. I don't know how they differ from one another. At the foyer d'observation the children can participate in various activities, but I don't know whether this is specific to this type of foyer

Le foyer d'observation
Le foyer d'observation fonctionne à la manière d'un foyer de type familial, mais il a pour but de
recevoir des enfants adressés par le Centre d'Accueil et d'Ecoute en vue de les stabiliser. Il s'agit,
le plus souvent, d'enfants dont on n'a pas encore trouvé les attaches familiales, qui souhaitent se
stabiliser, quitter la rue, qui ne sont pas scolarisables et, amenés dans un foyer familial risquent –
de par leur façon de vivre – de déstabiliser le foyer. On y fera de l'alphabétisation.
A partir de ce foyer, les enfants seront observés, si possible, bien sûr, ramenés dans leur famille,
ou lorsqu'ils auront trouvé un certain équilibre, guidés vers un foyer de type familial.

Emily, it is important for you to make the distinction in your translation that the "foyer d'observation" in your context is not related to juvenile justice (even though the term is equally used as a detention centre). You can either leave the term in French (as it is very specific to West Africa) with a footnote or an explanation in parentheses or use the translation of "observation home", also with a clear explanation. disagree  PB Trans: Sorry but this context is place for street children, not tourists in a resort. // Your other links are for child care and urban planning. The context is to offer support and rehabilitation to street children. It's not just an activities/play area.

neutral  PB Trans: This is a good answer if the context is juvenile justice, as foyer d'observation is indeed a recognized term in this field. However in this case, the street children have not been detained and are not awaiting trial. The term is specific to W.Afr here.

  -> The children are indeed monitored/observed to help them integrate into society after living on the streets. The UN links confirms this term. I worked for 5 years at an NGO specializing in helping street children in West Africa and I've been to Senegal.
