It seems to me that the following sentence is not quite right, as though the author started writing it one way, then changed grammar structures without noticing. Or, it's also possible that I'm reading it incorrectly. What do you all think?

A [ville], ce rôle s’est illustré par l’appui que le [organisme], en partenariat avec la France, a appuyé la [sous-organisme] à organiser la première réunion de coordination des partenaires et donateurs intéressés par le [projet].

I think I know what the author is trying to say, but, before translating it, I wanted to make sure I'm not missing something. Thanks for your inpute, and your patience with me as a newcomer :)
