"in support of" was an option I considered, too, but I wasn't sure because it would then mean that the sub-organization was attending a workshop "in support of" it's own sponsor/mentor organization. In most instances throughout the doc, it's the other way around. The larger organization is financing things for the smaller, or is sending the smaller almost as a delegate to a certain function on their mutual behalf. Perhaps I'm too hung up on a subtlety. That happens.
