is not just about "updating" or "filling-out"; that would be compléter. It's also about CNAV checking the information available and ensuring that laws and regulations are applied, esp. where one's entitlement to a pension is concerned. CNAV does this, not the insured. I was thinking of something like "(pension) assessment", but it sounds like the next stage.

Well, it means that the person has now supplied further information that has enabled the pension body to complete their work record to date — i.e. fill in the blanks, etc. This means that although you are usually granted the minimum pension, once your record is complete, you may get a bit more.
