If this Pôle culturel is already a multi-purpose space where events can be held, then this smaller space within it is probbaly just for 'drinks and nibbles' etc. They probably didn't want to say 'bar', especially as it may only be used as such on an ad hoc basis — but I wouldn't be surprised if that isn't indeed the sort of space it is.

'hospitality area' is another possiblity, but smacks perhaps more of corporate entertaining than is really applicable here.
