I read this and though that "a priori porteurs" refers to "xxx" (which I assumed was a company) as its subject, so this is how I translated it: in their capacity of a priori carriers.

"Carriers" stays alone there and has nothing to attach to, it's true, but maybe the author wanted it like that.
