I've seen this translated as non-State waters and non-federal but obviously I don't think these apply, I've also seen a very lengthy discussion on the previous lands before the current national system (domaniale) but really I'm not sure what the correct translation would be for just this term in this context, many thanks

agree  ph-b (X): IATE also gives this translation from a different source. I checked Legifrance's translation of L 215 - 15 and they use 'non-national waterways'.
