My first guess would be the more general Openbare Werken. Also see the earlier kudoz for a translation: even though it only appears to be somewhat relevant, the distinction between the general public works and infrastructure services might be useful in view of your context.
You will notice that the MOW is a Flemish department "Mobiliteit en Openbare Werken":
