I'm bewildered by the term "lähete" as used in this context.

It's clearly a physical document that arrives with a shipment (because it can be scanned), and it's clearly something different from the waybill (= rahtikirja). So, what is it?

I've never heard the term "referral" used for anything that fits the above description.
