So this isn't a direct translation, but I can't seem to find a word referring to a country that doesn't have an ambassador in residence, but which has accredited an ambassador who lives in a nearby country. There may be such a word. In any case, when an ambassador is assigned to multiple countries, this is called dual accreditation.
