I don't quite understand the case form of the last two words in this sentence:

"Sekoitusajat on ohjeistettu alustaviin ohjeisiin."

"Instructions regarding mixing times have been given in[?] the preliminary instructions."

Did I correctly interpret the case form of "ohjeisiin" here?

If the sentence had said e.g. "alustavissa ohjeissa", then I wouldn't have had any confusion, but the use of a case meaning "towards"/"into"/etc. in this context requires more clarification (for me).
