The text is about the change of foster families for a little kid, and I am stuck with this term.

"Avohuollon tukitoimet eivät riittäneet turvaamaan Tommin kehitystä ja terveyttä, joten Tommi otettiin huostaan"

I have found this explanation http://www.helsinki.fi/sosiaalityo/tietoa/sosweb/sivut/sanas... which is pretty clear, but still I don't know if there is an official translation for that. I actually need it in Spanish, but English will do! Could it be 'social assistance support' or something like that?
