Finnish to English translations [PRO]

Finnish term or phrase: passiiviperinta
This is a system I think for the later collection of a debt if the debtor has no assets.

Does anyone know for sure and can anyone suggest a translation?

I just found the Finnish link mentioned (http://www.oikeus.fi/ulosotto/material/attachments/oikeus_ul...

"Passive debt recovery" is used on the following home page http://srgeurope.com/. A search of "passive debt recovery" came up with another couple of links.

"inactive debt recovery" seems to be used in the UK and the USA. A search with that phrase gave five links.
