Is laskentakorko referring to interest that is added onto the cost charged to the lessee? Or could laskentakorko be the rate of amortisation/depreciation for the cost of alterations, etc.? Or, perhaps it's something else?

'Laskentakorko' is (at least here) the same as 'diskonttokorko' (discounting rate). If amortization payments were similar e.g. every month, the discounting interest would be bigger for later payments, but usually the monthly payment is constant and the share of discounting interest in it is first less and later more.
