In English you don't necessarily always want concepts like this (containing 3+ words) used in this way, with more than one noun.. usually I guess it would be more like: "bla bla reduces the population sustainably bla bla" (or whatever form/tense the verb reduce needs to be in)

Anyway, the key terms used in my opinion being "sustainable" for kestävä, "population" for kanta and "reduce" for verottaa.

You can also use "control", if you can work that in to the context better than the "reduction", so "sustainable population control" could be an option.
