I know about severance pay or package. But want to know if it's correct to say " his service was severed". Yet again it would have a negative implication, which in some cases the service is severed based on mutual agreement. Is there a way not to put all these explanations?

Explanation:
If the Iranian practice is similar to this http://www.opm.gov/employ/empguide.pdf then the best term is "buyout of service"

Basically, it is where the company/government offers a kind of bonus to employees to voluntarily leave. It is different from severance or termination pay.

Without knowing more about the situation I can't really say if it applies. Usually when companies/governments announce a "buyout program" the decision to leave is voluntary...that is, the employee has to tell the company that he wants to leave and take advantage of the buyout package...so if this employee was taking advantage of an announced buyout program, then your answer would be yes. But, if there was no buyout program in place, then your answer would be no.

Asker: Thanks Edward for your answer. As for this case, the employee has voluntarily asked for termination, not the agency. Does buyout apply to him also?
